The Department of Human Resources of Ras Al Khaimah has added a new achievement to its innovations record by obtaining intellectual property certificates for the innovative systems that have been developed and implemented. This achievement reflects the DHR’s commitment to adopting best practices in system development, reinforcing innovation, protecting its intellectual property rights, and enhancing trust and transparency within its innovation framework. It also marks a significant step toward strengthening its leading role and supporting its strategy focused on issuing flexible and innovative HR systems. Over the past two years, the department has registered five innovative systems including: the Productive Capacity Optimization System, the Job-Skills Matching Indicator, the Job-Sharing System (“Tasharok”), the Organizational Citizenship System, and the Remote Work System. These achievements have now been extended to include two additional systems registered at the Ministry of Economy, further securing the DHR’s intellectual property rights through legal recognition. The newly registered systems include: • HR Units Evaluation and Classification System (STARS): A framework for evaluating the capabilities of HR units across government entities based on standards aligned with global best practices, which supports RAK vision. The system aims to strengthen government entities’ capacity in managing human capital, implementing policies, and delivering high-quality services to increase employees happiness and their overall experience. The evaluation criteria are inspired by the word “STAR”, with each letter representing different evaluation criteria. HR units are rated on a five-star scale based on their maturity and performance. • Employee Branding Guideline: A comprehensive guideline that defines the key elements shaping the DHR’s identity and talent acquisition strategy. It also reflects the values and principles the DHR upholds and aims to achieve. The guideline provides practical strategies and frameworks for building and enhancing employee branding, portraying an integrated image of the work environment, employee experience, and the DHR’s identity as a pioneering workplace. H.E. Shaikha Al Hebsi, Deputy General Manager of the DHR, emphasized that registering these systems at the Ministry of Economy highlights the DHR’s commitment to protecting its intellectual property rights and establishing its position as a knowledge and organizational reference for HR systems. It is a step that enhances the potential for these innovations to be widely utilized across Ras Al Khaimah and the UAE at large. The DHR has also developed a comprehensive plan to document all its systems and policies and ensure their intellectual property protection. This achievement reaffirms the DHR’s readiness to continue advancing organizational innovation and developing a new portfolio of smart, cutting-edge HR systems and practices.
